My name is Jean Jacobs and I reside at 139 Wall Street Kingston NY.I am a life long resident of the City of Kingstonand have been a Community Activist for over 30 years.

Good Evening Mr. President Members of the common council andcommunity residents in attendance this evening.

TOPIC CITYOF KINGSTON

FINANCIAL CRISIS

36.6 million dollarbudget

Our city is in a financial crisis and city government isbroken. Ladies and Gentlemen this is not my opinion this is fact. If the Cityof Kingston continues down thispath we will lose the ability to control our destiny. The City of Kingstongovernment must learn to live within a budget. We must cut our spending and domore with less. We are going to have to shift our fiscal priorities andfundamentally restructure how city government operates. We cannot continue tospend what we don’t have.

The City of Kingstonrealizing the fate of our financial crisis should have created a MunicipalFinance Review Panel over a year ago. Every Department should have provided abudget for their department with a 10 per cent reduction recognizing the fiscalcrisis. I have said it before and continue to express the importance that thebudget process is a work in progress 12 months of the year.

An immediate spending freeze should have been imposed monthsago when we realized we were facing a financial crisis which required emergencyaction by municipal governmental officials.

There should have been an immediate review of all contractswith third party vendors with a high emphasis on considering to bring servicesin-house with current personnel and project a savings to offset the currentbudget.

A Fiscal Emergency must be a priority when sitting at thetable with contract negotiations and certain sacrifices must be made to rebuild thecity’s foundation. Including shared sacrifices and difficult decisions.

As a resident and taxpayer I was shocked that the CommonCouncil Public Officials working and paid on behalf of all the public at largedid not offer any budget proposal propositions to the Mayor as a result of hisbudget proposal. The Mayor stated thatthe council usually reduced tax hikes in proposals that he has submitted in thepast. What concerns me considerably, is the fact that the only proposition tothe tax payer is to use a portion of the current fund balance to lower the taxburden, increase bus fares, increase parking violations and hire a part timemeter maid. This is a dangerous fiscal proposition especially when the fundbalance should remain there for unexpected expenditures and for bondingpurposes. The term in the Kingston Times quoted Budget TAKEN AS IS proves thatwe have failed as fiscal managers. Now we are at the bewitching hour trying toresolve what is a year long process and making last minute recommendations thathave not been discussed, or investigated to the level of acceptance requiredincluding the homestead non-homestead increase and once again the tax payer isasked to finance the shortfall. I agree this is a formula that requires furtherinvestigative reporting and decision making but not at the eleventh hour.

Ask this question: How did city officials reduce spending tooffset this increased cost to the taxpayer?

Last but not least are you actually considering thefinancial crisis that we are experiencing and we are going to bond once again644,000 for equipment and three police cars? This resolution was passed the other evening9-0.

The Reality is we are facing a national, state, county andcity financial crisis. The only propositions after an entire year are raisingonce again revenue generating efforts on the tax payer. SHOW ME THE MONEY I ama No vote on this budget.

CONTRACT NEGOTIATIONS

The long–term financial future of the city of Kingston will be governed and managed by a new Mayor LEADER as a result of the general election in the City of Kingston in November 2011. As a Business Leader in the City of Kingston, I have been involved with contract negotiations the majority of my professional and community service career.

It takes a bi-partisan approach to this critical venture. Typically contracts are negotiated for three years but MY PLAN would be a one–year agreement which also allows the incoming mayor to truly get a say on the union contracts without being burdened by a contract they didn't negotiate. Regardless of which candidate is elected, the new mayor should be given the ability to negotiate a new deal with the unions.

Business Decisions that require immediate attention and considerations to the upcoming contract negotiations with the unions in the City of Kingston will set the financial stage for the future of Kingston. We need a lead Business Negotiator to govern and negotiate the contract process in the City of Kingston. The present financial profile in the City of Kingston is tenuous and the cities financial future in most critical.

As a Mayoral Candidate running for Mayor in the City of Kingston this is my plan for the contract negotiations as I presently see it: We must take a bi-partisan approach in the negotiations of contracts and I have made it public previously, that the Mayor of the City of Kingston should not be the negotiator and My Business Plan for the future of Kingston addresses this issue.

The City of Kingston upcoming contract negotiations with unions could set the stage for a better financial future, if the parties can agree on a contract that takes into account the city's financial situation while also addressing the needs of the workers. I look forward to this opportunity if elected Mayor in the City of Kingston.

WHO MADE THIS A CONTROVERSIAL PLAN?

I am shocked and saddened by the article in the Daily Freeman today, "Opponents cheer housing delay". I find it amusing that I was the only candidate that stated I was a Businesswoman and I have worked in Corporate America a quarter of a life time and my decision was to listen to the Safe Harbors Proposal. Why should we ever allow politics to get in the way of the PEOPLE and what is for the betterment of this community. LEADERS LISTEN

Freeman Article On Saturday 8/6/2011 states: Safe Harbors Executive Director Tricia Haggerty Wenz informed Kingston officials that the plan had been put on hold, largely because it had become "tangled up in Kingston's election year politics." "Calm deliberation and objective analysis of the thoughtful proposal have been replaced with the condemnation of affordable housing in general and a stereotyping of our development plan as a failed idea before it has even been reviewed," Wenz wrote, reacting to almost unanimous opposition to Safe Harbors' Plan by Kingston Mayoral candidates."

This is absolutely incredible that they are walking away with negative press. The King's Inn Review Committee was formed to solicit proposals and they were the only entity to put forth a plan. We should be commending them for their effort and have made every effort to LISTEN so we could have been informed with the facts prior to making any decisions. "I disagree with Andi Turco Levin to put this on the back burner until a new Administration takes over," and I certainly would never say that "Putting more income housing in Midtown would be like throwing gasoline on a fire". If we are telling the community we want to be their next Mayor is it not our responsibility as candidates to listen on behalf of the very people that will be electing us. Common sense tells you that. This is why we need BUSINESS LEADERS.

If Elected Mayor of the City of Kingston, I Jean C. Jacobs pledge to the Safe Harbors Executive director and staff that I will organize and schedule a meeting to listen to their proposal. This will be a collaborative effort to partner with Safe Harbors, Community members, and the Kingston Business Alliance. I am the only candidate for Mayor that voiced the importance of listening to what the housing plan had to offer. If you have a business intelligence and have worked in corporate America it is your job as a LEADER to listen to every presentation that may very well be the crowing glory to our fine City. Current Leadership is the very reason why we are in our current position. What alternatives have been offered to increase the tax base and lower (expense) taxes?

I totally agree with Chris Silva letter and will be contacting him personally. He is absolutely correct in his discussion and presentation and all of the candidates should have given them the opportunity to present their plan before making a judgement call.

My stand as a Mayoral candidate focuses on the NEED and not the OPPOSITION regarding Kings Inn. I don't like the word oppose I rather work in the best interest of the Community and realize the importance of improving the Broadway Corridor together. There is a considerable amount of emphasis on Broadway and Midtown. As a candidate for Mayor in the City of Kingston my Vision and Platform is unique. I look at the City as a whole and for the betterment of the entire city and all of the residents. I don't see this as the easy way out by considering housing.

I realize that we are living in a poverty city and people can no longer afford their homes, taxes or utilities. We are forcing the housing issue to be a focus because people would be on the streets homeless. The average salary is between 28,000 and 32,000. Our taxes are almost 75% higher than any other State in the nation. Ask yourself this question? How many residents currently live in Kingston? How many lived in Kingston 10 years ago. The figures will astound you. When I served on the school board there were over 12,000 students and now there are about 7,000 or less? These are important facts that go into decisions that affect the future of our city. Also 50% or more of the children in the Kingston City School District are on free and reduced lunch? Look at the NEED and then realize that we must focus on the entire City. Many families in uptown and downtown have felt the crunch of the economy and many have lost their substantial paying jobs. This is a reality.

Several years ago the issue on the table was the possibility of a condo high rise complex in up-town Kingston. Why the opposition? What do we have today? We have a run down parking lot costing the taxpayers money each and every day. What could have been is the question?? We must stop singling out Uptown, Midtown and Downtown and focus on the City as a whole. Ask yourself this question: The Kirkland Hotel and the millions to refurbish this fine historical building. Tell me are we generating revenue today to offset the cost of the project? Who is picking up the Shortfall. The Taxpayer

Lets play a game: I don't want the high rise condo complex that just might have increased the tax base, offered jobs and boosted the economy in the entire City of Kingston. Now we are discussing the possibility of low income housing in Midtown because people do not have the income to sustain a higher standard of living. My heart goes out to this population of people and our nation on a daily basis is losing the Middle Class families. In the future the Middle Class population will be extinct and everyone will need affordable housing.

I would take a different approach than my opponent Ms. Turco-Levin to Code Enforcement in the City of Kingston. Ms. Turco Levin has served as a govermental official for close to two years and had every opportunity to offer a plan for Code Enforcement in the City of Kingston. I would LEAD with a agressive positive approach when partnering with the owner or operator of a multi tenant properties. The City of Kingston currently lacks manpower to accomplish many of the day to day operations regarding Standards of Compliance in Code Enforcement. If elected Mayor in the City of Kingston, I would aggressively address the issue from an educational and informative approach with guidelines and consequences. I would never use the term "Deadbeat" Landlords". You are beginning the process on a negative platform for improvement. I would create a Multi Tenant Inspection Program Brochure defining the role and responsibility of the owner or operator of the multi tenant property and I would organize and facilitate annually a mandatory meeting with the landlords. The audience would consist of the following in attendance, City Manager, Property Managers, Landlords, Police Department, Fire Department, City Attorney and the Water Department. I am a Leader that demands accountability and currently the Block By Block has been affective and efficient but there is a FLIP side we are missing.

I am a fiscal financial management professional and if elected Mayor it is my job to present recommendations and solutions of how we can be more cost effective and at the same time hold property managers and landlords accountable while preserving the quality of life for each and every citizen. We can create our individual report card for Code Enforcement for Landlords, Property Owners and Property Managers. We must be creative with high depth ingenuity due to the lack of financial resources and manpower. Currently we are going Block by Block and I firmly believe in holding them accountable and recommend through my PLAN they (landlords, property owners) come to us the City Officials. When you create mandatory parameters they will soon begin to realize their are guidelines to follow without exception. I commend our current Mayor for his efforts and the Police Department and Fire Department and I would work together with all City Officials in creating a plan that will benefit the citizens, the landlords, and more importantly the tenants at a price we can afford.

My first order of business will be to change the current form of city government by analyzing the Organizational Chart and the current table of Organization and hire a City Business Manager. WHY: We need a Business Leader to manage and lead people at the same time. I have worked in Corporate America for over 30 years and I have conducted hundreds of interviews and hired many people with the credentials to accomplish the job. You must be extremely ethical and extremely transparent. You need a combination of expertise that includes professional management abilities, business expertise, financial proficiency, people skills, expert training and practical experience to head one of the largest business operations “The City of Kingston”.

The City Manager Job Description:

The candidate would have a Bachelor’s Degree in Public Administration or Business Management with an expertise in fiscal responsibility, human resources and long range planning and would run the day-to-day operations of the City of Kingston. We need someone that judges more on performance than personality and “will be demanding a new way we do business.” His/Her role would be to execute and implement policies of the mayor and council and above all have the ability to manage people.

I recently read on a local Blog,”What plans have candidates offered for the position of Mayor in the City of Kingston”. I offer my years in the administrative and business field and I realize that CHANGE is imminent if we are going to save our fine city. Financially we are on a serious roller-coaster with little or no hope in site. How can the City of Kingston governmental officials even possibly admit that a Comprehensive Master Plan has never been completed since 1963? I hold all LEADERS in office accountable for this oversight and lack of recognizing the importance of this valuable tool to lead Kingston forward.

I urge all of you to step back for one minute and listen to the crisis our nation faces financially with a national debt that is soaring out of control and an economy that is failing daily. How many prominent corporations have failed and out of business due to the economic strife and above all lack of leadership at the top of the Organizational Table of Organization? These are most critical questions for the citizens of Kingston to ask before they go the Primary Polls on September 13, 2011. We need a Business Leader and a Mayor that has the experience in the Corporate Business World.

As Mayor in the City of Kingston, one of my first priorities would be to establish and create a Local Guardian Angels Chapter for our youth, adults, and seniors. I have worked as a Community Activist with the Guardian Angels since 2006 and hosted my personal TV Show "Jacobs Live People for People" promoting the Guardian Angels and their MISSION for many years. I was trained in their workshops to become a Guardian Angel, resulting in a graduation of more than 10 citizens in 2006 at City Hall. Curtis Lewia was the master of ceremonies and this was the beginning of a partnership that would improve the Public Safety for everyone in the City of Kingston. Let us fast forward to 2011 and ask yourself this question? Why have we waited 5 years to only recognize that the series of crimes, fatal shootings has continued to grow and FEAR remains a constant factor in the lives of many Kingston residents. Can we afford to resist the presence of a Guardian Angel Chapter in the City of Kingston?

In two weeks I will be meeting with the Curtis Lewia, Founder and CEO of the Guardian Angels and his TEAM to discuss serious Public Safety issues facing society today. I support Shayne Gallo for raising the awareness and the importance in creating a CITY SUMMIT to curb youth crime and my opponent Mr. Richard Cahill and his plan to address GANGS, but we can do more.

Please Please we have so many wonderful agendas but the fact remains are they effective and efficient while crime continues to grow and citizens are in danger? Mr. Hayes Clements proposal today in the local Freeman Article " Neighborhood Engagement Team". Is the creation of yet another TEAM going to solve the existing problem with a limited police force? There is never going to be a safe and a thriving Kingston without a SAFE CITY. I patrolled the MIDTOWN streets with the Guardian Angels many times and I can tell you their presence made a positive statement when talking with the youths at the Kingston Area Library on our patrol.

My plan in working with the Local Kingston Guardian Angels Chapter will be to focus on building relationships and to create positive role models for today's youth and work toward promoting community safety and betterment for the good of society overall. The philosophy of the Guardian Angels is to empower individuals through service to others. An empowered society is built through empowering individuals one at a time. The Guardian Angels train people to take constructive and cooperative action to solve individual and social problems. They provide people with tools, support, and opportunities to face their unique challenges and fulfill their unique interests and goals.

The Guardian Angels have a program Youth Guardian Angels for Teens 12-16 years of age provides an Alternative to Gangs and Drugs through a supportive club environment dedicated to community service and personal responsibility. Within the school system teens are recommended by teachers and principals.
The program focuses on those who need to improve attendance or behavior, or who face other adjustment challenges. It also provides structured recreational activities that combine fun with education and the challenges of group dynamics. Many participants have successfully turned away from the lure of drugs and gang life to become role models for their peers and local community.

Ladies and Gentlemen we need this program in Kingston, New York. In February 2010 until May 2010 I spent my Friday evenings volunteering my time at the Everett Hodge Center in the "Food For Thought Program". I worked with area business professionals in donating all of the food for the program and my TEAM picked up the food, delivered the food and we served the food to the youths. I became most empowered by many of the youths and their willingness to belong. I contacted the Guardian Angels and they came to the the Everett Hodge Center and spoke to the youths about the Guardian Angel Youth program. The youth during the presentation was extremely inspired and empowered by their presence and the Guardian Angel Youth Program.

Quoted in the Kingston Daily Freeman today" The answer to the current CRISIS we have to deploy more manpower, more visibility, in Midtown and other hot spots". I will LEAD the Creation of a Local Chapter of Guardian Angels in the City of Kingston and together we can all make a difference for the betterment of our community.

"CRIME IN CITY NEIGHBORHOODS"

I am absolutely astonished regarding "City Summit Aims to Curb Youth Crime", article in the Kingston Daily Freeman on June 13, 2011. I would like to remind everyone that I attended the Safety Summit presented by city governmental officials on March 25, 2010 in the wake of the loss of a community youth in Mid Town and an attack on a local woman in up town Kingston. I urge the Common Council and the Mayor of the City of Kingston that Safety is a priority and the citizens rely on governmental officials to insure SAFETY FIRST. Mr. Hayes Clement states in the article", He has broached some of the issues that Mayoral Candidate Gallo has brought up". When???? I totally disagree because this was a serious issue that involved the entire community and the youth a year ago. Our elected Govermental Officials had the opportunity at this time to create a TASK FORCE ACTION PLAN FOR THE FUTURE after the SAFETY SUMMIT was hosted at City Hall on March 25, 2010.

As a GOP candidate for Mayor show me the progress we have made as it relates to CRIME IN CITY NEIGHBORHOODS? Kingston Daily Freeman quoted in the July 13, 2011 edition " We are living in a constant state of fear and high alert trying to keep our children and property safe." I agree with Mayoral Candidate Shayne Gallo," A task Force would address public safety issues comprised of local agencies", exactly what I addressed in my speech a YEAR AGO. READ MY SPEECH BELOW. I attended the summit prepared to speak but the public did not have the opportunity to speak, which was concerning to me. The forum consisted of many community leaders, clergy and law enforcement officials speaking on SAFETY. I worked for years in the Kingston City School District creating and implementing the Comprehensive School Safety Plans as a result of the Project Save Legislation implemented by Governor George Pataki and his Task Force, lead by Lieutenant Governor, Mary Donahue, which became New York State Law in July 2001 for all schools.

Good Evening: Mr. President, Community Leaders, Members of the Common Council and Community members in attendance this evening: I stand here before you this evening first and foremost to thank Alderman Thomas Hoffay for creating this public safety forum so we as a community can better identify the safety concerns and arrive at solutions together. As a life long resident born and raised here and my children I take great pride in my public servant participation and speaking before you this evening:

Tonight we are here to gain the views and potential solutions and to strengthen relationships to ensure a productive approach to Safety in our Community.This evening will provide an opportunity to develop and share understanding of the issues surrounding City safety with a clear exchange of views in providing an Action Plan for the future.

Some considerations include the fact that the cycle of violence affects us all and that cycle is one that needs to be confronted with change and positivity. We must seek to provide every individual the optimal experience free from violence inflicted upon them. I am stressing the need for law enforcement officials, city officials, community groups and organizations, school officials and parents to work and partner with children and youth in our community to exchange ideas and how to best prevent violence, and improve safety within our community. By sharing this information here this evening we can SAVE LIVES.

The time for being upset is behind us and its best to go forward together. Community Involvement is central to the prevention, intervention and suppression programs that our city employs. Tonight is a unique opportunity for residents to think broadly about strategies for addressing some of the most serious issues that face our neighborhoods. If you want to keep your neighborhoods safe, take this advise and never ever give up. Crime will never go away completely but we can intervene, we can prevent it, and we can reduce it.

I suggest as we move forward together that in the future we break up in action groups designed to maximize partnerships to address public safety concerns.

I would like to remind the voting public and the local media that there are 4 GOP Candidates running for Mayor in the City of Kingston. As a candidate, I attend all of the City Of Kingston Committee meetings because the knowledge that I acquire is powerful and educates me, so I can be a well informed candidate when speaking with my constituents. I also speak publicly at the meetings on many serious issues facing the residents in the City of Kingston. Visibility and community involvement proves to your public that you are their advocate for change. I have been campaigning over the last several weeks and I can assure all of you that term limits and fireworks are not at the top of the taxpayers priorities.

Fireworks: Well Ladies and Gentlemen I did not attend the fireworks and I will explain my position on this matter: My professional background as a Finance Director proves that the City of Kingston cannot afford the event and we must learn to conserve and not live above our means. I totally respect the wonderful benefactors that provide the funding but the fact remains that the City of Kingston cannot afford the celebration at this time. THERE IS NO MONEY

The review for the charter was not brought up for a political platform it was brought up by Alderman, Jen Fuentes who disagreed with Alderman Turco Levins proposal and recommended creating a non-partisan committee for review and discussion of the City Charter as it relates to this subject. I absolutely agree with this recommendation. I was in attendance at the meeting when this was discussed.

Our fine City has not had a Comprehensive Master Plan in 48 years. This is a reality and concerns me considerably. This should have been a focus of local city government long before now. I gave an outline of this on my prior posting. The Table of Organization must be changed and the Charter requires an entire review. Has anyone been reading what the City of Newburgh is facing financially? This is crucial and Kingston is definitely heading in this direction. We are bonding for almost every project that requires a considerable amount of finances: MILLIONS

I presented months ago at the Common Council public comment A SAFETY PLAN FOR THE FUTURE of KINGSTON. Emergency Response Teams by Ward: Without a Safe City there is NO CITY. Quality of Life is definitely a major concern during my campaigning over the last several weeks. Also the financial fate of the homeowner and the financial impact this year when the budget is proposed.

What is the financial fate of the homeowner and local business owners this year when the budget is proposed? The homeowner can no longer endure the rising cost of taxation and local businesses are leaving due to the increase in taxation and the rising cost of health care for their employees. The budget is the bible and I can assure you if I was on the common council I would be a NO vote for the BONDING PROPOSITIONS. Now this is not because I don't support the NEED but there is no money. And when the BONDING takes place this is the blue collar workers money who is trying to provide child care, mortgage payments, health care, taxes, rising cost of energy to heat and maintain a home, and where is the savings to afford his children an education they deserve someday?

Having attended the committee meeting several weeks ago it was discussed that the City of Kingston had not completed a Comprehensive Master Plan since 1963. I was shocked to hear this information and realized we must have lost millions of dollars in stimulus grants due to lack of updated statistics when applying for grants. I could not believe what I was hearing. Fragmentation leads to failure and the City of Kingston Governmental Administration have been addressing so many areas that require attention without a Comprehensive Plan to Steer them and the future of Kingston. I have served for years on committees that develop Master Plans for the future and I can definitely speak to the importance of this document and the accountability it represents.

Currently we are wasting our time and tax payers' money by picking and choosing our concerns, such as planting trees, cleaning parks, smoking in parks, term limits, garage sales, etc. We are not taking into consideration developing the goals for the future growth of the City of Kingston which, could include all of the issues and generate revenue at the same time by the creation and implementation of the Comprehensive Master Plan.

Fast Forward
The Master Plan is the planning document which gives a general framework which includes planning for the development of our fine city. The purpose is to lay out future plans for an area and to provide reasonable certainty and predictability for potential investors. The plan should serve as a document for the common citizen to understand proposed changes and put them in a proper context and it should define the obligations for city officials and those to follow on appropriate decision making.

What should the Master Plan accomplish?
1. Give direction for positive change while keeping livability (guide how much development)
2. Give guidance for day-to-day decisions
3. Give better visual definition physically (height restrictions, open space)
4. Analyze impact of new development (especially the impact of new roads, sewer lines)
5. Give guidance for redevelopment of older areas (blight removal vs. historic rehab)
6. Encourage proper timing for development (e.g., provide incentives for housing, not offices)
7. Should be clear enough for common citizen to comprehend
8. Should be considered an obligation for elected officials and those that follow.
9. Revitalize parks and recreation

Elements of the plan will include a designation of permitted land uses, development of public facilities, and an analysis or transportation and circulation patterns. Such master plans are usually developed using the "rational planning process," a process that includes the following steps.
• survey and analysis of data
• make projections into future
• develop goals for future growth
• establish planning policies based on goals

The comprehensive plan will give a detailed look at the entire city from transportation challenges to maintaining parks and open space for residents. The biggest challenges facing the city planners, such as protecting the environment and managing growth, are the top concerns for residents.

Comprehensive Master Plan should be seen as an opportunity for the city to look ahead and build consensus on the direction the community is moving in. The steering committee will set developmental goals, objectives and polices generate revenue while meeting the needs of the community. A strategic plan for the future.

We are going in numerous different directions without realizing the cost savings and revenue generating opportunities. For years this has been an opportunity knocking at the Doorway of Kingston. I hold each and everyone of you past and present accountable and to take action on this critical juncture in the Historical City of Kingston. The sky is the limit here with Kingston being the first Capital of New York State and the revenue and grant possibilities are endless with updated statistics for the future of Kingston. Had we recognized the importance of updating this years ago, we may have the required fund balance to offset the cost of a long awaited improvements. Bonding is not a stable financial management approach and basically we are borrowing to pay our bills.

My Comprehensive Business Plan as a candidate for Mayor offers a change in the organizational chart. The Mayor and the Common Council should not be in charge of appointing positions or negotiating contracts. When elected Mayor of the City of Kingston I would create a position of a Business Manager. The current system needs to be managed and governed by someone with business and contract credentials. The Mayor is the CEO and he/she will delegate and will be responsible for the day to day operations of The City of Kingston.

The responsibility of every candidate running for an elected position is to educate their public so the voter is informed regarding issues when they go to the polls. I do not support term limits because we must encourage and promote the importance that every vote counts. With less than 50 per cent voter participation at the polls we must begin to be innovative and create that "Fire in The Belly" in each registered voter to take charge of their right to vote. Voting at the polls is democracy in action.

This would definitely be included in my Comprehensive Business Plan for the future of the City of Kingston.

Andi Turco Levin: Do you realize that the City of Kingston is facing a rapid fiscal decline and property owners are working two jobs to make their expenses. We should be arriving at solutions to cut the taxes and holding home owners and landlords accountable to maintain their property. Once again the homeowner will take the burden for others who are not taking responsibility for their own property. Currently the homeowners are making up the short fall for all of the properties that are off the tax roll. This percentage is rising every day and presently close to half of the properties in the City of Kingston. This is not fair and equitable distribution.

A careful investigation should be in place and yearly audits to make sure they remain tax exempt. There are strict rules and regulations that govern the tax exempt status, which should be monitored annually. (Are we currently doing this?) Take an accounting of the tax short fall that the County had to make whole this past year MILLIONS when homeowners cannot afford their taxes. WHO PICKS UP THIS EXPENSE?

I am Living Proof of the Working American Family or should I say the American Dream. I am the daughter of a blue collar worker here in the Hudson Valley. My proud Dad brown bagged his lunch and started his day at 4:00 PM working for Hercules Powder Company for 40 years from 1945-1985. I was raised in the 50’s when my Dad went out to work and my mother was a stay at home Mom. Taking an at a glance at many All American Families today, I see two members of the household working just to keep food on the table, increasing child care costs, and the average wages far below the standard of living.

Well let us fast forward here to the twenty first century year 2011 when the national debt is at an all time high of $14.32 Trillion, total population in the United States is 311 million and the official Americans unemployed as of March 2011 is 14 million and currently at 9.4%.

New York State can no longer afford or sustain the increased cost of government. The middle class will no longer exist until we begin to create fiscal alternative programs that will incorporate a master plan for the future. At some time in life all families will face some of the following issues: Paid Sick Days, Green Jobs, Clean Elections, and Good Education for all children, Equal Rights, Good Jobs and Living Wages, Public Transportation, and Honoring our Veterans and the Military Families, Financial ruin in our economy, Health Care, and Paid Family Leave. This is a roll up your sleeves grass root effort, to create quality and equity at an affordable cost to the working class population and their families.

As an elected official I will utilize my professional business and fiscal management background and I will recognize the importance of creating a Comprehensive Business Plan for the future of our fine city. I will ensure that the City of Kingston’s expenditures do not exceed the budget. This requires a Mayor that is a fiscal LEADER and a manager who has the professional business background and who will create collaborative partnerships with the business leaders of Kingston. I attended the KCSD Board of Education Candidates Night at the M. Clifford Miller Middle School on Tuesday May 10, 2011. The evening was filled with a variety of questions from the public which included topics such as, hiring a new Superintendent, maintenance of our school buildings, employee health benefits and the elimination of a local neighborhood school. I have been extremely busy as a GOP Candidate running for Mayor in the City of Kingston. On the Campaign Trail I have been attending City Committee Meetings, GOP Caucus and Common Council meetings over the last four months. At the Common Council meetings, I have been speaking on various issues including Fiscal Management and Economic Development, Public Safety, Unity in the Community, SAVE Golden Hill, and Public Access.

Community Activities Include:
I ran the 2 mile Shamrock Run with my daughter Jessica and returned to the Shamrock Parade to march with the Local Chapter of the Guardian Angels. I also attended two of the White Eagle recent dinners and the St. Patrick’s Day dinner at the First Presbyterian Church. I was honored to attend the Forsyth Park Easter Egg Hunt, hosted by the Junior League of Kingston. Despite the rain they did a superior job and the children were most fortunate to have such a fine team of volunteers just making the children's Easter an event to remember. I also attended the Spaghetti Dinner at the Meagher School on Friday April 29, 2011 and I attended the Ponckhockie Church Spaghetti Dinner on Saturday April 30, 2011. I participated in the CLEAN SWEEP on Saturday April 30, 2011. I feel the community effort once again is living proof of the PRIDE that continues to exist in our fine city.

I have also attended several of the Rallies to SAVE GOLDEN HILL, County Run and support their TEAM. I will continue to be vocal on this issue. I attended the Kids Classic on April 16, 2011 and cheered them on as I have done for the last 16 years. They are the future champions of our fine nation. One of my most recent accomplishments was running the 6.2 mile race in the Kingston Kiwanis Classic 10K on Sunday April 17, 2011. I have run this race for many many years with my family. I was most fortunate to attend the most recent luncheon for the Kiwanis Club and I am looking forward to becoming a member of such a fine organization.

When I interviewed with the Republican City Committee in December 2010, I made my pledge that evening to the Interviewing Committee, that I was going to run as a Candidate for Mayor in the City of Kingston. I am a life long resident in the City of Kingston and my credentials as a Finance Director will exemplify my experience working with budgets and auditors throughout my professional career. I have managed personnel and business operations in Corporate America for over 35 years, while raising my four children Robin, Daniel Jared and Jessica.

I strongly believe in Equal Opportunity. I was surprised to read that the Conservative Committee had hosted interviews for the GOP City of Kingston Candidates. I did not realize that this early in the campaign election season interviews were scheduled when we have not even hosted our GOP Convention. I was most concerned that I was not apart of the interview process. I am a strong Republican/Conservative and have been interviewed on many occasions by their Executive Team discussing my political platform.

On the Campaign Trail and speaking with my constituents at many of the events I have attended they are concerned regarding many serious issues facing our fine city. One most critical issue is Quality of Life and Public Safety. Without a Safe City we do not have a City. I recently spoke to this issue with Chief Keller on WGHQ regarding concerns for Public Safety. As a Mayoral Candidate my platform offers CHANGE and an Action Plan for the future to make our City a Safer place to live and raise our children.

The next phase my campaign will be attending the GOP Convention and then the candidates will begin to walk the campaign trail with their petitions. Just to inform my public I have been out and about working for you. Recently I have been attending all of the City of Kingston Common Council/Committee Meetings and taking the time to speak on behalf of subjects that have a definite impact on the City of Kingston and my constituents. I also attended the Public Hearing at the County Office Building regarding the fate of the Golden Hill Health Care Center. I spoke on behalf of a financial plan that could prove viable for the future of the facility and the residents that reside there.

The Shamrock Sunday Celebration deserves a considerable amount of KUDOS to everyone who made this day a tremendous success. I had the privilege of running with my daughter Jessica and then I returned to the Parade to March with the Guardian Angels. I have been working with the Local District Coordinator to form a Chapter in Kingston, New York.

The Kingston City School District has been apart of my life for over 35 years while raising my four children. It is time for other members of the Community to become involved and consider running for the Board of Education. I am presently a candidate for MAYOR in the City of Kingston.

I have been the President of the Board of Education, President of the Kingston Taxpayer Alliance, President, Join Your Neighbors Coalition and currently the President of THE TEAM THAT CARES. I have been instrumentally involved in educating the public, how critical it is for them, to become involved and consider running as a candidate for the Kingston City School District Board of Education. I recently attended the Press Conference hosted by our Superintendent and spoke publicly at the meeting.

It is time we all consider working together for the betterment of our fine city. When I read where was the other mayoral candidates at a certain meetings I take offense. I attended the City Committee Laws and Rules Meeting on Tuesday 3/15/2011 and on 3/16/2011 I attended the City of Kingston Finance Committee Meeting. WHY: Because I am interested in making a difference in my city and the knowledge I acquire prepares me for my candidacy.

Last but not least I am informing my PUBLIC that I am going to a PRIMARY in September. When I interviewed with the GOP Committee, I explicitly told them I would PRIMARY. I feel it is the peoples choice to determine their candidate in a primary for the general election.

ELECTION PRIMARY

The general definition of the term primary means preliminary, first, or most important. It’s really no different in regard to a primary election, which is the preliminary step in the process of electing a candidate running for office in the United States. Many other countries follow different systems, but a primary election is held in the U.S. to see who will receive the nomination from his or her political party during the convention.

The candidate who receives the nomination, will run against the candidate nominated by the other party - or parties as the case may be.

Many voters don’t seem to realize that the primary election is the most important phase. This is when each vote counts the most, because it gives people the ability to decide who the best candidate is. Unfortunately, many people skip the primary election and only vote in the general election, many of them complaining that their party’s candidate is not the one they would have chosen. People who take their vote seriously need to find out when the primary election is held in their state so they have a voice in selecting the candidate.

I am running for Mayor because I love this city and I firmly believe we can do better.
I am a life long resident and my 35 years of experience in the business community, and in local government give me the tools I will need to find creative and effective solutions too many of the problems facing our magnificent historical city. I am a proud graduate of Kingston High School all of my four children.

As a community we must decide if we are satisfied with the status quo or if we are ready to take Kingston in a new direction. It is time for a Leader that knows the challenges of making a payroll, who has experience as an administrator and finance director of a large Non-For Profit Corporation developing million dollar budgets, working with state auditors and a leader who understands the day to day operations of local government. In a time when Kingston is facing an enormous budget deficit, I will offer financial responsibility and stability by investigating additional revenue initiatives with careful attention in controlling cost and spending at the same time.

We need to rebuild trust in government with integrity and transparency, as well as place a high value on ethics. We need leadership that will foster teamwork among elected officials,
city employees and all citizens. I will work with the police department to increase police presence on our streets, and improve police response time to improve public safety. One of my future goals is to expand the police department. I will also improve city service, making them innovative, cost effective, without burdening the taxpayers.

While raising my four children, Robin, Daniel, Jared and Jessica I balanced a full time career and devoted over 35 years of my time to Community Service: Numerous Community Boards Include:

I had the opportunity to attend the Kingston City School District Press Conference last evening at the Cioni Building on Crown Street. My attendance supported the educational system, the students, the educators, and the taxpayers. I felt compelled to speak on behalf of education and my role as a parent having partnered with the Kingston City School District for over 35 years of my life, in many different capacities.

During this time as a LEADER, I took great pride in my accomplishments working in the best interest of the Kingston City School District and the Community at Large.

I will keep you informed and updated in the weeks ahead. I seriously urge the general public to consider running for the Kingston City School District Board of Education this year. There will be 4 Board of Education Seats up for election. This will allow you the opportunity to have a voice and become involved in your community and the education of our students.

Ladies and Gentlemen I was honored and compelled to attend the Press Conference on Tuesday February 15, 2011 at City Hall. I had the privilege to speak with many of the State Representatives and personally spoke with New York State Comptroller, Thomas P. DiNapoli regarding the present situation. When Comptroller DiNapoli opened up questions and answers from the public, I stood up and spoke on behalf of the taxpayers.

During my Professional Career as a Finance Director for many years, I have had the opportunity to work with many distinguished Auditing Firms throughout New York State. I have also worked directly with the New York State Division of Finance on many pilot projects for many years. One constant critical component was creating the position of governance and institutional management on a daily basis and protecting the budget process with proper checks and balances in place, for the very purpose of audit and control.

I urge each and every one of you to hold the public officials accountable who manage and govern your money each and every day. Demand that that they implement audit and control requirements that protect the tax payers and their money.

I am a life long resident in the City of Kingston. I have spent 32 years of my career in Public Service. I have served on more boards than Mr. Reynolds has time to write his column on. One of the highlights of my career, was being elected to the Kingston City Board of Education in 1996 by the Board of Education members to fulfill the last year of Mr. Bruce Burgers term and again in 1999 when I was elected by the General Public and served three years. During this term the BOE Trustees elected me to be President of the Board of Education

I would like to remind Mr. Reynolds that there were four mayoral candidates that interviewed with the Republican Committee on Monday December 20, 2010. The statement you made Mr. Reynolds was absolutely humiliating. Never ever did I fail at my position as President of the Board of Education. Your statement was inappropriate and degrading to someone who has always been and always will be the PEOPLES ADVOCATE.

Mr. Hugh Reynolds called me a Perennial Republican Candidate and asked WHY? What a stupid question from someone who proclaims to be a journalist. Why: I will answer you. I am the peoples choice because I care. I care about Ward 5 and I was willing to run for Alderman in two elections. This takes a considerable amount of time and finances. It takes hours of meeting with your constituents, and proving that your MISSION will make a difference if they elect you. Take one tally of the Republican totals in the wards over the last 6 years? You mention in your article 4,759 Democrats to 2,240 Republicans. Do you think this may be an obstacle? Despite the odds we are willing to PUT OUR HATS IN THE RING. At least I have the passion, pride and determination to never ever give up, because Kingston deserves more and I am proud to put my hat in the ring for Mayor in the City of Kingston.

I have been a successful businesswoman, successful parent of 4 children and community leader all of my adult life in the City of Kingston. My roots are here and I have lived in Up-Town Kingston for 57 years. My CV is a shoe in for this position. Who are you Mr. Reynolds to say otherwise? It is up to you Mr. Reynolds to listen to the candidates and offer them credit for even considering to "PUT THEIR HAT IN THE RING". I was singled out in your article and I was not offered fair representation.

Ask yourself this question Mr. Reynolds? Am I the only candidate that ran for an elected official position and did not take a victory? How many other candidates ran for office and did not take the victory?
Does this make us WANNABEES or does this make us LEADERS willing to step up and make a diference in our community.

I reach out to my Community today, to update and inform you regarding the re-organization of "Friends of Public Access", (FOPA). I have been elected President of FOPA, Friends of Public Access as of June 2010. We have elected a Board of Directors and FOPA will be partnering with the KAPACC, Kingston Area Public Access Channel 23 Cable Commission.

FOPA is a non-profit organization whose purpose is to support the growth and development of KAPA, a telecommunications facility providing programming to the local community. The "FRIENDS" will engage in various events, activities, and projects to raise awareness of the importance of KAPA and its contribution to the community. FOPA will develop fund raising initiatives with your support, which will help in the sustainability of our Public Access Channel 23. In today's economic conditions, it is difficult for FOPA to achieve our goals without help from businesses like yours and community members.

Through these functions and partnering with our "FRIENDS" we will seek to generate funds to support operations and equipment.

Well where does time go in the hazy, lazy, slumber, steaming hot days of summer. Did I say LAZY?? Never happens in the world of Jacobs Live reporting for you the public. I attend almost four meetings per week, speaking on various issues including the CAT DILEMMA, the need for a MASTER FINANCIAL PLAN FOR THE FUTURE OF THE CITY OF KINGSTON, the KINGSTON UPTOWN FARMERS MARKET, HEALTH CARE MATTERS, special program with Art Richter on nutrition. Working with Ulster County Public Health Director, Dr. Hasbrouck in making Ulster County the Healthiest County in New York State.

I have just re-organized FOPA Friends of Public Access. We held our annual organizational meeting on June 30, 2010 and elected our Board of Directors. Presently I am President, of FOPA, a non-for profit corporation. Officers include, Leonard Walker, Vice President, Alan Tyler, Treasurer and Ellen Di Falco, Secretary. We will be partnering our efforts in a collaborative effort by working with the Kingston Area Public Access Commission (KAPA) by providing fundraising events, contract and grant applications, and hosting many area events involving our viewing audience.

Recently I have had so many distinguished guests on my show JACOBS LIVE including: Su Marcy, Vice President of the Ulster County United Way, Joe Fitzgerald (President) and Jillian Fisher (Public Relations and Marketing Director), Board of Directors of the Kingston Uptown Farmers Market, Sarada Bernstein, R.D., MPH Retail Registered Dietitian at ShopRite in Kingston, NY and Debi Welle, Public Relations Director for Saugerties Animal Shelter.

JACOBS LIVE on the move is the position I really take seriously. Lies and slander meant to destroy the personal character and integrity of candidates harm the development of an intelligent and discriminating electorate. We are running a positive campaign focusing on a program of action and solutions to problems that exist educationally, and financially in the Kingston City School District.

I believe that good honest people don't need to create poison for their virtues to shine through. We supply the information for voters to make an informed decision when they go to the voting polls. We do not attack individuals, we offer solutions to serious issues facing our present educational system.

Slander is used to cause division, poison once revealed, it opens the door for the spirits of bitterness, envy, malice, hatred, and creates division to enter into the mind of others.

I am angry to think that someone with little intelligence would attack the very heart of an individual that has always put her Community first and sacrificed many years of service to make her community a better place to live and raise a family. Unfortunately we agree to disagree and that is the beauty of politics and the ability to rise above this makes us a true leader.

WOW, I just had a chance to sit down and give an update to my community. I have been out and about working for you. Latest events include the KIDS CLASSIC and outstanding event enjoyed by all in attendance. I had such a feeling of pride and accomplishment when I watched the KIDS run the races. Positive energy was the THEME for the day. A special Thank You to the YMCA for their efforts in making this another year of accomplishment for the youth in our community. It proves that our community can come together for the children. KUDOS to the parents, educators, running community volunteers, and local community contributors for giving of their time, effort and energy to make this day such a huge success.

Moving On: I was proud to offer my time in the most recent Clean Sweep efforts in the City of Kingston on Saturday April 25, 2010. KUDOS to the Friends of Historic Kingston for their organization and their ability to inspire citizens to become apart of such a rewarding day. Special thanks to our TEAM CAPTAINS Mr. Jerry Soldner, President of KURA, Mrs. Doris Soldner, Mr. Eric Winchell, Ms. Judith Sullivan and Mr. Chuck Jackson. I attended a Public Information Meeting on April 20, 2010 at the Old Dutch Church hosted by Mr. Jerry Soldner, President and members of the Kingston Uptown Residents Association. Guest Speakers included, Mr. Mark Grunblatt, Counselor at Law and Mr. Jim Reffelt. Topics of discussion identified with How Estimates of Market Value are Determined for Residential Properties. I urge all residents and homeowners in the City of Kingston to become educated in an area of importance that affects your checkbook YOUR PROPERTY ASSESSMENT.

Last but not least I take serious issue with recent GRANDSTANDING tactics I have recently read in local papers. I am here working for you in the best interest of my community. I will raise the awareness if I do not agree with present administration, in all areas of government, including educational governance, city governance, county governance and state governance. Believe me when I say that a common thread runs through all forms of governing bodies. If we attack the people personally, we are taking valuable time away from the most critical issues facing all forms of government today. Everyone has a platform and every one's views and opinions should be respected. When you are climbing the political ladder to victory, reach out to your constituents by providing them with a PLATFORM that will inspire them to go out and vote for YOU. Good Evening Mr. President, Members of the Common Council and City of Kingston Residents in attendance this evening.

I stand before you this evening totally respecting you and your position as Leaders in our community. You are going to be facing some of the most serious financial decisions of lifetime in 2010. We are facing a crippling economy, loss of jobs, rising crime , and a city budget to master for the next year. I urge all of you to THINK OUT OF THE BOX. Currently we are pitting employees against administration which leads to poor moral affecting job performance. We must find a workable solution to the budget.

Residents are facing a possible 10-12% increase in KCSD school taxes which is no longer sustainable for taxpayers.
New York State is broke and should cut 30 Billion of spending over the next three years in actions from freezing state workers pay and benefits to axing aid for special education.
School aid and Medicaid, the federal health plan for the poor account for 2/3 of the state budget.
New York State is so broke it takes funds from itself to pay off Unapproved Debt.

We are living in a recession, depression and our fine city can no longer sustain the increases in taxes to offset the rising costs of our economy. Most of New York States debt is from falling tax collections and recent spending of billions of dollars. I urge the citizens of Kingston to take charge and become involved by motivating others to make a difference. Your tax dollars are at STAKE and the future of the City of Kingston. In today's society we are so quick to pass judgement or in fact attack the very persons credibility, reputation, and family. The scars can last a lifetime and does the blogger really think about this before he/she makes their comment, that could result in serious consequences?

Online Defamation Law
The Bloggers' FAQ on Online Defamation Law provides an overview of defamation (libel) law, including a discussion of the constitutional and statutory privileges that may protect you.

What is defamation?
Generally, defamation is a false and unprivileged statement of fact that is harmful to someone's reputation, and published "with fault," meaning as a result of negligence or malice. State laws often define defamation in specific ways. Libel is a written defamation; slander is a spoken defamation.

What are the elements of a defamation claim?
The elements that must be proved to establish defamation are:
a publication to one other than the person defamed;
a false statement of fact;
that is understood as
a. being of and concerning the plaintiff; and
b. tending to harm the reputation of plaintiff.
If the plaintiff is a public figure, he or she must also prove actual malice.
Is truth a defense to defamation claims?

A Leader uses power wisely and power is the prime mover of people and events. If you are to deserve authority and master the art of influencing others, you need a lesson in self evaluation to keep you on track. These four self evaluation questions will help:
Why do you want power?
What will you do with it?
What will it mean to you once you have it?
Who will you serve with your power?

When you have personal and position power in balance, when you are humble about your power, and when you are willing to empower others, you will make a difference. Grass Roots leaders and famous leaders alike know that power and greatness are not a goal but a by-product of learning how to serve. A TRUE LEADER uses power wisely. People lack courage by not identifying themselves on Blogs when they attack others. This speaks volumes to the person they are, behind their anonymous post. I am my own person, and it is not about how much education you have, how much money you make, where you come from or who you know, it's your enthusiasm for improving things and creating new opportunities. If America is to survive the next two hundred years, we must maintain strong political and social ethics. Remember this Anonymous Blogger’s,” We Lead by Example". Everything we say or do sends a message, sets a tone, or teaches people what to do or what not to do.

Recently On a local BLOG I was reprimanded for not checking my spelling. Let me remind everyone that ridicule is a potent weapon and their will be many times my leadership is ridiculed but this empowers me even more, to stand up for my beliefs and accept any criticism. This is why one of the qualities of a LEADER is a RISK TAKER. Hiding behind your words when attacking others makes you a Coward. Also when the BLOG MASTER has control of his/her Blog they make the decision to POST. This also reflects their credibility and, they should take this into consideration before the post is made.

Pride is in my heart this morning. WHY? I was privileged to attend one of the most empowering events in my 35 years of community service. I had prepared a public comment for last evenings Safety Summit which I am sharing with my viewing audience today.

Good Evening: Mr. President, Community Leaders, Members of the Common Council and Community members in attendance this evening:

I stand here before you this evening first and foremost to thank Alderman Thomas Hoffay for creating this public safety forum so we as a community can better identify the safety concerns and arrive at solutions together.

As a life long resident born and raised here and my children I take great pride in my public servant participation and speaking before you this evening:

My Theme
“Collaboration is Key”

Tonight we are here to gain the views and potential solutions and to strengthen relationships to ensure a productive approach to Safety in our Community.

This evening will provide an opportunity to develop and share understanding of the issues surrounding City safety with a clear exchange of views in providing an Action Plan for the future.

Some considerations include the fact that the cycle of violence affects us all and that cycle is one that needs to be confronted with change and positivity. We must seek to provide every individual the optimal experience free from violence inflicted upon them.
I am stressing the need for law enforcement officials, city officials, community groups and organizations, school officials and parents to work and partner with children and youth in our community to exchange ideas and how to best prevent violence, and improve safety within our community. By sharing this information here this evening we can SAVE LIVES.

The time for being upset is behind us and it's best to go forward together. Community Involvement is central to the prevention, intervention and suppression programs that our city employs. Tonight is a unique opportunity for residents to think broadly about strategies for addressing some of the most serious issues that face our neighborhoods. If you want to keep your neighborhoods safe, take this advice and never ever give up. Crime will never go away completely but we can intervene, we can prevent it, and we can reduce it.

In closing, I suggest as we move forward together, that in the future we break up in action groups designed to maximize partnerships to address public safety concerns.

Mr. Watson was a superior guest and a wealth of knowledge. He is making a difference each and every day in the lives of our youth. I strongly recommend that you become involved and research the possibility of becoming a Big Brother or Big sister. The commitment is well worth the time and the rewards will be life changing.

JACOBS LIVE is proud to announce that this week I had Mr. Justin Ihne, Associate Executive Director of the YMCA on my show. Justin has been working for the YMCA for many years and his dedication and commitment to building strong kids, strong families and strong communities is well recognized. Justin welcomes you to to come down to the YMCA and take a tour. They have state of the art equipment and trained specialists there to answer any questions you may have.

Remember the KIDS CLASSIC is coming up on April 17, 2010. This event is a FAMILY AFFAIR. The KIDS CLASSIC started in 1996 and today far exceeds the original expectations. Justin reports that they have over 250 kids pre-registered and more coming in every day. Also check out the Healthy Kids Expo that day. Numerous booths will be available with educational information and fun things for the entire family.

Moving on: the YMCA Camp Seewackamano was the highlight of my children's life. As Justin described last evening the camp builds and shapes our children's character and their future. I urge all parents to inquire regarding this wonderful summer adventure. Your children will share in a time of their lives that will last with them forever.

JACOBS LIVE: also attended the Ulster County Legislature meeting on Tuesday 3/16/10. STANDING ROOM ONLY filled the room. The attendance was superior and the public comment lasted for over two hours. Speakers were very passionate about their subject content and many in the room had the opportunity to hear different views and perspectives on many issues facing our county governmental officials. The Pride of Ulster County Award was presented to the League of Women Voters, by Jeanette Provenzano, Minority Leader and a long time member of the League of Women Voters.

SPEAKERS INCLUDED: Honorable Mr. Paul J. Hansut presented his Majority Address which was compassionate, and right on target as it pertained to the many issues facing our State and local government. He emphasized the importance of the Ulster County Legislature working together in a bi-partisan effort for the residents of Ulster County. Honorable Jeanette Provenzano, Minority Leader, presented her Minority Address outlining many of the accomplishments of the 2009 Ulster County Legislature and their efforts in making change outlining many of them in her speech and their willingness to go forward in working together with the new Chairman for the betterment of Ulster County and the people.

In closing, I would like to mention that we all have to live, raise our children, work and share bread with our fellow man in our community. I take great pride in serving my community and would hope that we can all recognize the importance of this.

TIME OUT FOR A LESSON IN LEADERSHIP

Building trust with your followers:

Our nation is maturing and with that maturity comes responsibility. It takes maturity to walk the fine line between avarice and ambition. Our pledge of allegiance says "with liberty and justice or all." If our nation is to remain great we must re-establish what our forefathers created for us:

E pluribus unum, one composed of many. That means working together for our common interests, hopes and values. Our differences are apart of our great strength. Out of this wonderfully diverse mixture has come our shared system of ethical values. We make a difference when we set an example of high ethics. We will continue to have a bright future if we encourage and produce leaders who put ethics at the top of the list of leadership qualities.

Behavior is what evoke a response in others. But behaviors come from attitudes. So as a leader it is important to work on your own ATTITUDE first.

We must all live and raise our families in our community. When we strike out and attack someone personally we should recognize that this affects not only the person but their entire family. I read something today on a BLOG that concerned me considerably, about someone I had the privilege of working with, for so many years when our children attended school together. This BLOGGER needs a lesson in Character Education.

WE HAVE SO MANY ISSUES FACING OUR FINE CITY, COUNTY AND STATE THAT WE SHOULD ALL BE WORKING TOGETHER TO CREATE SOLUTIONS AND STOP THE BASHING.

If you don't agree with the your present government officials, speak out about the issues and step up to the platform and become involved in the process. I recently attended a Common Council meeting at City Hall and there were 10 people there. Where are the people???????

Remember that people depend on a leader to make wise decisions, to be willing to face difficult issues, and to prepare for the future.

This is where the rubber meets the runway and over 3,542 runners participated last year in the Shamrock Run. The atmosphere is festive and it is a FAMILY AFFAIR. Mr. Robert Ryan of Ryan and Ryan Insurance Brokers, are the major sponsor. This year, one dollar from each entry will benefit the Caring Hands Soup Kitchen at the Clinton Avenue Methodist Church in Kingston and in 2009 $10,000 was donated to the Food Bank of the Hudson Valley.

Race Day registration is from 10:20 am-12:30 p.m. at the Governor Clinton Apartments.

Last evening I attended the Kingston Common Council meeting at City Hall. I am most concerned with the attendance at these meetings and urge all of you to take a pledge and stand up and become apart of your community. We need residents to take an active role at these meetings and get to know your Alderman in your Ward.

I spoke regarding the most recent Healthy Ulster Summit I attended on 3/2/10. I referenced the importance of bringing everyone under one umbrella in a collaborative effort to make Safety a priority in the City of Kingston. We all realize that statistics are a factor in reporting the increase or decrease in crime but regardless we should continue to be proactive in our MISSION to stamp out violence. We cannot compromise the life of one individual and should always recognize the importance of working together to accomplish this.

Mr. Michael D'ARcy also spoke at the Common Council meeting. His message was empowering and dynamic filled with a passion and a plan for the safety of the citizens of Kingston. I was most impressed with the Freeman Front Page article yesterday CITY CRIME FOCUS OF SUMMIT. We as citizens should all be striving to encourage, motivate and promote becoming active in this SUMMIT. There has been a series of violent crimes that has occurred in the city since the beginning of the year. They include a gangland-style assassination of witness on Cedar Street, two cases of assault during which two people were seriously injured, and the mugging of a woman on Wall Street. In 2009 there were 759 serious crimes reported. One crime is to many and we need you to become involved in our Safety Mission for the future in the City of Kingston.

Moving on, I also attended the Ulster County Legislature meeting last night and once again I urge all residents of Ulster County to attend these meetings. Your tax dollars are at work each and every day and your voice can become a powerful component in the process.

THE HEALTHIEST COUNTY IN NEW YORK STATE"

DYNAMIC AND EMPOWERING SUMMIT

Today I was invited, as a key community partner, to the Healthy Ulster Summit, A Community Conversation sponsored by the Ulster County Department of Health at Ulster County Community College. Under the direction of the Ulster County Public Health Director, LaMar Hasbrouck, MD, MPH and his team of professionals, the summit focused on present health information for the county, including new data. The summit provided a unique opportunity to bring together a diverse group of community partners to help define the next steps for making Healthy Ulster a reality. The summit consisted of introducing a framework of organizing collaborative efforts, brainstorming sessions to identify health indicators, conditions and outcomes, and developing a prioritized agenda and action plan for a Healthy Ulster.

I have worked in the Medical Health care industry over twenty five years and I can assure you this event was a tremendous success. This is only the beginning of working together to improve the health of Ulster County residents.

In an effort to work together in the City of Kingston, I was energized and motivated when I attended a Ward 5 Neighborhood Meeting at City Hall, hosted by Alderman, Ms. Jennifer Fuentes, on Friday 2/12/10. Ladies and Gentleman I urge all of you to take ownership and recognize the importance of becoming an involved Citizen in Ward 5 and the City of Kingston. The Block by Block initiative pilot project in the City of Albany, is most impressive and deserves serious consideration. "There are times we must put politics aside and work together for the betterment of our fine city". This is a statement that our Mayor made reference to in his State of the City Speech last week.

Together we can restore HOPE and realize how powerful our voice can be in the process.

Block by Block
Block by Block is an initiative designed to enhance the quality of life in neighborhoods. City staff is moving block by block, building by building and lot by lot through the City of Albany to strategically address code compliance, public safety, abandoned buildings and community development. At the same time, the initiative is taking a hard look at the City's business model and information flow to create an updated and more efficient system for communication between City departments.

Well I have been out and about working and partnering with my public so I can continue to be a voice for YOU the PEOPLE. Jacobs Live is always keeping her pulse on the media and ready to bring you the story. Starting the new Year I had the privilege to attend the New Years Day swearing in Ceremony of the Kingston Common Council Committee Members. A New Year a New beginning was the message throughout City Hall. I also had the privilege to attend the swearing in Ceremony for Mr. Donald Williams, and Mr. Fred Wadnola. The energy and the motivation in the audience was superior and heartwarming. This is a time for celebration and restoring hope to the people. I have had many extraordinary and distinguished guests on my Show "Jacobs Live People for People" over the last several months who include, Mr. Brian Shapiro Executive Director of the UCSPCA, Mr. Robert Conklin Executive Director of the YMCA, Dr. Ellis Lader, prominent Cardiologist, Mr. Art Richter, (Health Care That Matters Producer). Ms. Su Marcy, V.P. Ulster United Way, Mr. Edward Gaddy, Chairman, Conservative Party of Ulster County, Ms. Laura Petit, Ulster County Legislator, Ms. Jennifer Fuentes, Alderman Ward 5 City of Kingston and Mr. Leonard Walker, Former Alderman Ward 3, City of Kingston and Founder of the Guardian Angels Chapter in the City of Kingston. I also had the privilege to attend Mr. George Phillips Campaign Meet and Greet at the Holiday Inn. He is setting the platform for a very positive campaign as the Republican Candidate for Congress. His message to the audience was strong and filled with HOPE for the future. I also attended the State of the Union Address at City Hall by the Honorable James Sottile. I urge everyone to take ownership and realize the importance of attending these meetings. Your tax dollars are working each and every day and your voice is required in order for us to focus and move forward. We must put politics aside and work for the betterment of our community. I also attended the Kingston City School District Round Table at the George Washington School on 2/8/10. I commend the KCSD Administration and the Board of Education for realizing the importance of including the public and giving them a voice in the process. The highlight of my attendance at meetings recently was the Ulster County Public Health Monthly meeting on 2/8/10. Ladies and Gentleman having been a professional in the Medical Health Care Industry for many years, I announce to you, Ulster County is most fortunate to have hired Ulster County Public Health Director Dr. LeMar Hasbrouck. His presentation and Mission and Vision for the future was filled with a passion for success and a persistence to Make A Difference for the residents of Ulster County. Continuing Education and the willingness to partner with the Medical Health Community will be the key to attaining his goals. Everyone should welcome him and his family to Ulster County. We must all take a positive approach by preserving our heritage and working together to improve our community. I was most impressed today, while listening to the WGHQ Kingston Community Radio station. Mayor James Sottile during his guest appearance, made a most commendable statement, as it relates to the recently elected Republican Town of Ulster Supervisor, Mr. James Quigley. Mayor's comments reflected," How he is looking forward to a partnership in working with Mr. Quigley on behalf of Ulster County, the City of Kingston and the People. " This statement represents two Leaders of different political parties that are willing to come together and work on issues, and solutions that could save money, increase employment, and build the economic growth and development we need for our future.

I would also like to congratulate Walter Maxwell and the Feel Good Friday regulars for a superior performance in raising over $3,000 today on the KCR ra-dio-thon. Kingston Community Radio is an important part of the community, interviewing community leaders and taking calls from the listeners. Today there was a Common Goal in Working Together to raise funds so Kingston Community Radio remains on the air. KUDOS to a job well done and to all of the people that donated to this wonderful cause.

I would like to take this opportunity to wish a very Happy Birthday today, to an exceptional friend of mine over the last 30 years, Mr. Leonard Walker. Leonard Walker has given back to his community for more years than you can imagine. He has been a true friend of the family and so respected by my father the late James Wells. Words cannot express the gratitude and appreciation that I felt in my heart, when Leonard spoke at my fathers funeral church service in September 2009. I will never forget his words of wisdom and the compassion he had for my father. Leonard worked for my father for many years and they developed a bond that was exceptional.

Happy Birthday today to my dear friend Leonard Walker.

I am extending a very Happy New Year to my viewers and suggest that everyone realize the importance of what the New Year 2010 will mean to them. Jacobs Live has been on tour over the last week attending many community festivities and hosting my Channel 23 Public Access Happy New Year show. I was privileged to have as my guest this past week, Mr. Edward Gaddy, Chairman of the Conservative Party in Ulster County. Ed is a wealth of knowledge and he does his homework, recognizing the importance of giving back to his community. Ed and Imre Beke also host a weekly radio show, RITE TIME RADIO on WKNY every Friday evening from

6:00 PM-7:00 PM. Tune in for a great show with Imre and Ed.

January 1st, 2010 I attended the Kingston New York Common Council Organizational Meeting hosted at City Hall. The meeting was well attended by many area dignitaries and community members. The room was filled with a flare of new beginnings and Voices of Praise from the Pointe of Praise Church gave an outstanding performance that left you spellbound. It was simply magnificent. The Honorable Judge Ball administered the oath of office and Mr. James Noble, Alderman At Large commented, "that he is optimistic that council members will be able to work with Mayor Sottile to address problems that are in the horizon for 2010".

Moving on to Saturday January 2, 2010 at 11:00 AM, I had the privilege to attend the administering of the Oath of Office to Mr. Donald Williams at the Ulster County Courthouse. Standing room only filled the courthouse and it was a day to remember in the City of Kingston. Many area judges and dignitaries filled the room in celebration of Mr. Donald Williams and his accomplishments. At the end of the ceremony, an invitation was extended to all in attendance to join in a celebration at the Skytop Restaurant. The Skytop Celebration was magnificent and the food and conversation was the perfect ending to an outstanding day.

Wishing all my family, my viewers and my community a very Happy, Healthy and Prosperous New Year 2010.

I currently host a local TV show "Jacobs Live People for People"on Kingston Public Access Channel 23. My show is on Wednesday evenings from 8:00 PM-8:30 PM. Previously my show aired on Wednesday evenings from 6:30PM-7:00PM. It is an honor and a privilege as a producer, to return my show to the public. I must compliment the KPA Commission for all of their efforts in making this a reality after a year off the air. I look forward to working with them so we can build a successful future together. Also a special thank you to the people behind the scenes who work the equipment at the new studio. Their commitment and dedication is most appreciated.

Last evening, December 16, 2009 my guests were the founders of the KINGSTON UPTOWN RESIDENTS' ALLIANCE (KURA), Mr. Jerry Soldner and his wife Doris Soldner. Jerry and Doris had a MISSION in making a difference and welcomed all concerned citizens of Kingston who are interested in rebuilding our neighborhoods and improving our community. I also attended the Ulster County Legislature meeting last evening, prior to my show. There were special accommodations and awards for the legislators that will be leaving this year, hosted by Mr. David Donaldson (Majority Leader). It was a time for joy and tears, as all of them will be leaving their position as an Ulster County Legislator this year. Susan Cummings (24) years, Mr. Frank Dart (18) years, Mr. Glenn Noonan (14) years Mr. Brian Cahill (2) years, Mr. John Decker (2) years and Mr. Gary Bishoff (2+years). I commend them all for their service to Ulster County and the people.

Everyone feels the peace, and excitement and wonder of the holidays. I would like everyone to sit back and experience the magic of the season and listen to your heart. Ask yourself a very important question, "How can I make a Difference in my Life and My Community"?

Over the last several weeks I have had the privilege, to return to my show "Jacobs Live People for People" to the airways on the Local KPA Channel 23. I would like to send a Special Thank You to all of the wonderful guests I have had on my show over the last several weeks. Mr. Todd Langon, (Producer, Let's Talk and Mr. Michael Gill Producer, What's the Issue) Mrs. Diane Reeder (Queens Galley), Mr. William Forte (Veterans Administration), Mrs. Laura Petit, (District 7 Ulster County Legislator), Mr. Brian Shapiro, (Executive Director of the Ulster County SPCA) and Ms. Gaetana Ciarlante, (Director and Founder of (SOS) Support of Servicemen and Servicewomen.

I have been away for a while on my BLOG, but never taking my eye off the importance of my community and my public service. I lost my father in September and it has been an extremely difficult time for our family. As of the New Year I feel we must all make resolutions and recognize the importance of UNITY. Gaetana Ciarlante spoke about this on my show last evening as it relates to her Mission and Vision for the future, with operation SOS. It is an eye opener to realize the importance and the power of this one little word.

I am saddened and outraged by many postings and comments about people that I admire and respect on area blogs and newspapers. Please listen to your conscience before passing judgement on others. There are so many issues facing our City, County and Nation that have such a high priority and yet many get caught up in attacking each other personally. Are they the LEADERS of tomorrow? I ask you that question?

Recently I attended a lecture on Professional Competence in the 21st Century. I would like to share some of the view points and also ask my viewing audience, for their input as it relates to this subject.

As we enter the 21st century we all live a life style which is fast paced trying to accommodate everyone but remaining professional in our day to day lives. Is it difficult. Absolutely. WHY???Many of us remain children at heart and forget the principles of true professionalism.

Surprisingly, even the basic rules of decorum and courtesy have to be re-taught to mature adults from time to time. Several years ago, I wrote an article on the duties of board members resulting in an Oath of Office which I formulated when I served as a Board President. Many boards of directors have implemented rules of board behavior as an educational tool for new people who did not understand their role or what directors can and cannot do.

So often we take corporate America for granted and forget our true role as professionals. Working together is the common goal we should all recognize in attaining our success as true professionals. My words of wisdom for the day Professional Competence.

A MOTHER'S STORY

As the day began eight years ago on 9/11/2001 I was off to run some errands for the day. While at the Post Office, I heard some screaming and yelling and was not sure what was occurring. I asked the postmaster and she said that there was an attack by an aircraft on the Twin Towers in New York City and at the Pentagon in Washington D.C. I felt my legs turn to rubber and I began to scream and cry. My son Daniel Jacobs was a Chief Master Sergeant Personal Security Officer for the Chief of the USAF and worked in the Pentagon in Washington D. C. To this day I do not know how I drove home, only to realize that for the next eight hours I did not know the fate of my son Daniel. My daughter Jessica was a student at the time at KHS and was home sick this day with a fever. When I returned home she was not aware what had happened. My son Jared Jacobs was a student at the University of Pittsburgh at the time. He was only miles away from the other airline aircraft that went down in the field near his college in Somerset.

The next eight hours of our families life was a nightmare only to be informed later that my son Daniel was alive. Daniel experienced a day in his life that will live with him forever. I was fortunate to have my son alive but to all of the families that lost loved ones I send my sincere sympathy and prayers. I watched the ceremony today and the horror that struck our Nation on September 11, 2001 will be a remembrance of the people that gave of their lives that day. They are all to be remembered as HERO'S. God Bless America

A TRIBUTE TO MY FATHER JAMES SOLOMON WELLS

Born 12/31/1921 Died 9/2/2009

In celebration of my fathers life I searched for a word that would best describe him as a total person when I spoke at St. Josephs Service. COMMITMENT stood out in my mind. Born to Rose Tierney Wells and James Solomon Wells on December 31st, 1921 he began the journey of his life.

As a young boy he and his eight brothers and sisters grew up on Hone Street in the City of Kingston. My father always spoke about how he loved his childhood even though they struggled during the Depression. In those days the children held jobs to help provide for their families. My father started working at the age of six years old. He cherished many memories walking up Broadway in Kingston with his father to help earn money for the family. My father was extremely committed to his church as as a young boy, and served as an alter boy seven days a week at St. Mary's. As the years passed he attended KHS and graduated as the Valedictorian of his class. During this time he met my mother Jean Emily Corcoran while working as a bingo bookie. He would tell us the story how they were meant for each other at their first glance when he saw her across the crowded room in a yellow dress at the bingo hall. He married my mother in 1944 and they were married for 51 years. My Dad was proud to be an American and was a decorated veteran of World War II. During the war our father served as a surgical technician with the U.S. Army. Our father attained the rank of sergeant, servicing in New Guinea and the Philippines, and was awarded the Asiatic Pacific Service Metal with a bronze arrowhead and the Philippines Liberation Ribbon with one bronze star. After his military service he returned home in 1946. Over the years since this time our parents had three children, Jean Carol Wells Jacobs Stephan Wells and James Solomon Jr. Our father was committed to his family values and his children. He worked for Hercules as an Administrator and Manager of the Machine Shop for 45 years retiring in 1985. The respect and admiration that he earned from his employees was exemplary of who he was. He leaves this world going to a far better place than any of us can imagine to join the love of his life Jean Emily Corcoran Wells and my brother James Solomon Wells Jr. and all his family that passed before him.

Our father left a legacy to all of us and through his life he taught us to be Committed to life, your family, your country, your work and your faith.

Our family will miss him but remembering his COMMITMENT TO LIFE will sustain us and his legacy forever.

Ms. Jolie Dunham who drove from Maryland to sing at our fathers Mass at St. Josephs. Ms. Dunham has a gifted voice from GOD. Thank you from the bottom of my heart.

Leonard Walker was like a son to my father at Hercules Powder Company.To the honorable veterans who presented the ceremony of military honor at the grave site at Montropose Cemetery.

To Father Frank at St. Josephs who conducted the High Mass Church Service. To my wonderful children Robin, Jared, Jessica and my son Daniel Jacobs, Chief Master Sargent USAF (23 years) who presented my brother and myself the flag of honor at the grave site ceremony and above all to my brother Stephan Wells, Michelle his wife and their family for caring for our father during the last year of his life in Shoreham Vermont.

Last a Special Thank you to all of the area physicians that cared for my father over the last 20 years of his life. I will be eternally grateful.

FACT: On July 16, at 2:17 PM: Jean Jacobs turned into the Ulster County Board Of Elections the necessary amount of petition signatures required to run in the Republican Primary for Alderman in Ward 5 on Tuesday, September 15, 2009.

FACT: On July 16, 2009 at 2:17 PM: Jean Jacobs turned in only 8 signatures to run for Legislature in District 12, County of Ulster. Additional signatures carried by 3 committeemen out of 16 eligible to carry were a total of 12 signatures which was a grand total of 20. A total of 49 signatures were required to be a candidate for District 12 Legislator. Therefore from the very beginning the amount of signatures collected for Legislator District 12 for Jean Jacobs was not sufficient to run for office.

FACT: July 17, 2009 Jean Jacobs received a Memo from Thomas Turco, Commissioner and Ms. Kathy Mihm, stating that Pursuant to the provisions of the Section 6-144 of the New York State Education Law that through a petition filed in this office, that Jean Jacobs was nominated as a candidate for public office by the Republican Party, to be voted for at the Primary Election to be held on September 15, 2009. My acceptance was filed by the Board of Elections for this position. I never received an acceptance for County Legislator District 12

FACT: June 20, 2009 at 5:40 PM: I requested a statement while at the Board of Elections office as it relates to running for two positions: A member of the Board of Elections obtained this for me per my request. No County Legislator shall hold at any time any other elective public office.

FACT: July 20, 2009 Jean Jacobs states, “she did not hold any other elective public office position when she carried petitions for Republican Alderman Ward 5 and Republican Legislator District 12”.

FACT: July 20, 2009, SPECIFICATION OF OBJECTIONS filed by the Attorney for member of the community states the following objections: Whereas the undersigned did heretofore and on July 20, 2009 file with the Board of Elections of the County of Ulster, NY objections to the designating petition filed July 16, 2009 in the office of the Board of Elections of Ulster County, New York purporting that JEAN JACOBS , 139 Wall Street, Kingston, New York 12401 as a candidate of the Republican Party for the office of the Ulster County Legislator for District 12 to be voted on at the primary election t be held on September 15, 2009 ; NOW THEREFORE , the undersigned, pursuant to Section 6-154 of the Election Law of the State of New York and other provisions of the law applicable hereto, does hereby specify and amplify the following as grounds of their objections to said petition; to wit: (1) the petition is defective and void because it fails to comply with the provisions of Article 6 of the election law of the State of New York with respect to designating petitions in that it does not contain a sufficient number of valid signatures of voters duly registered and entitled to vote for the position of Legislator for District of the Ulster County Legislature and enrolled as members of the Republican Party. The petition contains 20 signatures of persons enrolled in the Republican Party and eligible to vote for the office of District 12 of the Ulster County Legislature. The minimum number of such enrolled voters of the Republican Party required to qualify a candidate for office is forty-nine (49). That said nomination or designation is therefore null and void.

FACT: On July 24, 2009: Mr. Richard T. Cahill Sr., a resident of Ward 5 in the City of Kingston, County of Ulster and State of New York filed objections to Jean Jacobs, petitions for Alderman in Ward 5, City of Kingston.

FACT: July 24, 2009 Jean Jacobs received another Memo from the Board of Elections from Commissioners Mr. Thomas Turco and Ms. Kathy Mihm stating that, please be advised that Specific Objections to your designating petitions have been filed with the Ulster County Board of Elections. A copy of said objections is hereby attached. A meeting of the Board of Elections will be convened on Tuesday July 28, 2009 at 10:00 AM.

FACT: On July 28, 2009: Jean Jacobs attended the Specific Objections meeting as it related to Designating petitions of Jean Jacobs for office of Alderman, Ward 5, City of Kingston. While I was in attendance at the meeting with the Commissioners and Deputy Commissioners the objection to my petitions for Ward 5 Alderman in the City of Kingston by Mr. Richard T. Cahill Sr. was unanimously denied. Therefore the petition is deemed valid.

FACT: On July 28, 2009: Jean Jacobs attended the Specific Objections meeting as it related to Designating petitions of Jean Jacobs for the office of Ulster County Legislator, District 12. A member of the community objected to the Republican Designating petition for the office of Ulster County Legislator District 12. The objection was unanimously upheld. Therefore the petition for legislator District 12 is deemed invalid.

FACT: On July 29, 2009: I received by mail a Memorandum from the Board of Elections Commissioner Thomas Turco and Commissioner Kathy Mihm stating that an appeal must be filed 3 days from this ruling that was made by the Board of Elections. The Board of Elections ruled in Jean Jacobs favor regarding Mr. Richard Cahill Sr., objection to the Republican Designating petition of Jean Jacobs for the office of Alderman, Ward 5, City of Kingston. THE OBJECTION WAS UNANIMOUSLY DENIED. Therefore the petition is deemed valid. Jean Jacobs Alderman petitions were deemed valid at this time and Jean Jacobs Legislature petitions did not have enough signatures to validate her candidacy for the position of Legislator in District 12 County of Ulster.

FACT: On July 28, 2009 while attending my monthly Republican Committee meeting I was served with papers by a Republican Committeemen while sitting at the meeting with fellow committeemen which stated as follows:. SUPREME COURT OF STATE OF NEW YORK COUNTY OF ULSTER Richard T. Cahill Sr. ORDER TO SHOW CAUSE against THOMAS TURCO AND KATHLEEN MIHM As Commissioners of the Ulster County Board and Jean Jacobs :

FACT: July 29, 2009 Order to Show Cause filed by Mr. Richard T. Cahill Sr. Declares invalid the designating petitions filed on behalf of respondent JEAN JACOBS purporting to designate her as a candidate of the Republican Party for election to the public office of Alderman for Ward 5 of the City of Kingston at a primary election to take place on September,15, 2009.
1. Mandating that respondents THOMAS TURCO AND KATHY MIHM as Commissioners of the Ulster County Board of Elections, produce upon the hearing of this Order to Show Cause the aforesaid petition purporting to designate Respondent Jean Jacobs as a candidate of the Republican Party for election to the public office of Alderman for the 5 and the aforesaid petition purporting to designate Jean Jacobs as a candidate of the Republican Party at a primary election to take place, on September 15, 2009.

FACT: August 4, 2009: Jean Jacobs appeared in Supreme Court before the Honorable Judge.

FACT: August 4, 2009: Verified Answer: presented in Supreme Court by the Ulster County Attorney representing the Board of Elections. Verified Answer as Ulster County Attorney: Section 16-102 (2) of the Election Law requires that a Supreme Court “proceeding with respect to a petition shall be instituted within fourteen days after the last day to file a petition, or within three business days after the officer or board with whom or which such petition was filed makes a determination of invalidity with respect to such petition, whichever is later….” The last day to file Designating petitions was July 16, 2009. The Ulster County Board of Elections made its determination invalidating the Designating Petition of respondent Jean Jacobs for Ulster County Legislator on July 28, 2009. Thus, the last day to institute a PROCEEDING in Supreme Court regarding that determination was July 31st, 2009. That time has passed and respondent Jean Jacobs has failed to commence any proceedings whatsoever appealing that determination.

FACT: August 4, 2009: # (8) On the Verified Answer: Prepared by Ulster County Attorney : As the foregoing shows, Respondent, Jean Jacobs, is only running for one public office, that of Alderman of the City of Kingston, Ward 5. Thus the Petition herein is moot.

FACT: August 4, 2009: On the Verified Answer Prepared by the Ulster County Attorney Respondents Mr. Thomas Turco Board of Elections Commissioner and Ms. Kathy Mihm Board of Elections Commissioner request that the Petition be dismissed.

FACT: August 6, 2009: Appeared in Supreme Court with my attorney Mr. Jonathan Sennett for a hearing trial.

FACT: August 7, 2009: Received acknowledgement from my Attorney Mr. Sennett the ruling as it related to this case at 4:45pm. I have not had the opportunity to review the ruling which is pending our review and I really can’t speak to this issue at this time.

These are the facts. I did not attack anyone in my presentation and therefore the judicial system is in control of the outcome. I respect them in their decision making. This does not mean I agree but respect is earned for the professionals defending the public.
